Abstract

Construction projects especially infrastructure projects are characterized by their uniqueness and individuality regarding their order specifics and location conditions. Considering the scope of services and service provision infrastructure projects imply a variety of special planning and construction features. The life cycle of infrastructure projects in Germany covers very long time periods from the conception to utilization. Depending on the scope and size of the project the planning and approval phase can take up to 12-20 years in Germany. This results not only from the fact that the planning and approval of infrastructure projects are associated with lengthy procedures but also because of the extensive stakeholder participation. For many decades the planning process of infrastructure projects has been unchanged in Germany and is characterized by high cost and time overruns. Further analysis with the aim of optimization seems to be appropriate and required. This paper reflects the current situation of the planning process of infrastructure projects with main focus on road construction projects based on a literature review and thereby resulting challenges in Germany. According to the results of a field study the paper also presents potential opportunities for optimization and further research.
