Abstract

Rules of origin determine the economic nationality of goods in international trade. The lack of harmonized rules of origin as well as the plethora of certification systems can result in barriers to trade. With its different guidelines on origin procedures the World Customs Organization (WCO) is supporting steps taken by its Members to facilitate trade while taking into account the need for customs controls.
