Abstract

The present survey sought to examine the factors involved in the issuing of Certificates of Unruly Character, and to comment on the effects of legislation to limit their issue. A large juvenile remand centre serving south-east England was selected as the location for the survey. The results showed that despite firm Home Office guidance irregularities in the process by which juveniles were remanded in penal custody were apparent. It is suggested that such anomalies are due to pressures on the court and the shortage of alternative facilities which legislation can only partly hope to change.
