Abstract

These four case studies were prepared for the Council for Excellence in Government in 1997-98 and examine cases of successful transformation at four federal agencies: the Federal Emergency Management Agency, the National Aeronautics and Space Administration, the Occupational Safety and Health Administration, and the Food and Drug Administration. They are based primarily on interviews conducted with FEMA Director James Lee Witt, NASA Administrator Dan Goldin, former OSHA administrator Joe Dear, and executives at the FDA.
