Abstract
The CARICOM Secretariat is the main administrative body of the Caribbean Community. In February 2020 a Caribbean Community Administrative Tribunal was established, having been approved by CARICOM heads of government in February 2019. In May 2018 CARICOM and the Commonwealth Secretariat concluded an MOU on co-operation covering the promotion of sustainable development and more inclusive growth; combating climate change; strengthening the resilience of small and other vulnerable states; justice reform; crime and security; and youth, sports and gender. A Multilateral Agreement Concerning the Operations of Air Services within the Caribbean Community entered into force in November 1998, providing a formal framework for the regulation of the air transport industry and enabling CARICOM-owned and -controlled airlines to operate freely within the region. Other Associate Institutions of CARICOM, in accordance with its constitution, are the University of Guyana, the University of the West Indies, the Caribbean Law Institute Centre, the CARICOM Private Sector Organization Inc., and the Secretariat of the OECS.
