A challenge to complacency … A major study A Challenge to Complacency has revealed that whilst employers collectively agree that Britain under‐trains its workforce, top managers individually do not consider they need to do more training in their own firms. This is an attitude which some might regard as reflecting confidence, but which the research team describes as reflecting complacency. Commissioned by the Manpower Services Commission and National Economic Development Office the study, which was carried out by Coopers & Lybrand Associates, examined the scope for encouraging companies to invest more in vocational education and training.
