Abstract
The United States (US) Chamber of Commerce Foundation is interested in how career development efforts can mobilize and develop a talent pipeline of youth and adults who pursue high demand occupations. Federal agencies are interested in whether and how career development can increase employment rates among a range of high-risk populations. The federal government has increased its interest in career development with the passage of the Workforce Innovation and Opportunities Act (WIOA, 2014). Generally administered from the US Department of Labor's Employment Training Agency (DoLETA), WIOA provides funding to states and organizations in order to increase access to a wide range of career and workforce development services for the 8 million youth and adults being served annually. The college and career readiness initiative is an effort to improve states' economic competitiveness by increasing the number of youth and adults who successfully complete a postsecondary training program, industry credential, or degree.
