Abstract

This article argues that domestic implementation of the Kyoto Protocol's provisions establishing carbon sinks as greenhouse gas offsets should include: (1) a statutory basis for legal rights; (2) a certification and regulatory regime; (3) direct government support for carbon sequestration; and (4) integration with other aspects of land and resource management.
