Carbon Emission and Industrial Structure in Heilongjiang Province

Abstract

According to the communique of the Fifth Plenary Session of the 19th CPC Central Committee, we will accelerate green and low-carbon development, continue to improve environmental quality, enhance the quality and stability of the ecosystem, and comprehensively improve the efficiency of resource utilization. Low-carbon is the main path of development. Low-carbon is not only the requirement of coping with climate change, but also the all-around pointer of transformation of production and life style, technological innovation, optimization and efficiency improvement of energy structure, ecological poverty alleviation, international cooperation (green “One Belt And One Road”), which is the inevitable path of ecological civilization construction. This paper analyzes the current situation of carbon emission and industrial structure in Heilongjiang Province, and recognizes that only by promoting the development of low carbon economy in Heilongjiang Province, can the industrial structure upgrade be accelerated, so as to achieve sustainable economic and social development in Heilongjiang Province, and finally realize green economy, low carbon economy and circular economy.
