Abstract

Obligations regarding the development of scientific works by students before holding a bachelor status are contained in the Decree of the Open University Chancellor Number 7592/ UN31/ KEP/ 2013, which is also in accordance with the Director General of Higher Education Circular Letter No. 152/ E/ T/ 2012 dated January 27 th 2012 concerning Publication of Scientific Work which requires all college students at all levels of education to produce scientific work that is published in scientific journals. UT needs to consider the risks that will be experienced by UT alumni if they do not develop and upload scientific papers because one day it might be possible to become one of the prerequisites for UT alumni participation in the selection of prospective employees in a government or private agency. If it is not taken seriously, it is feared that UT will be the target of disappointment for alumni who have failed due to their passing in the judicial review process without the enactment of the 'mandatory' provisions in the preparation of scientific papers. The findings produced show evidence that students do not have positive perceptions about the importance of scientific work as a guarantor of student success in the future, and feel confident that scientific works that have been uploaded on journal pages, which always pass the plagiarism-free stage, despite the fact there is a process free selection of plagiarism, as well as their unwillingness UT to establish policies to include identities associated with scientific work, such as student names, journal names, and journal links. For this reason, UT needs to convince students of the urgency of scientific work as an academic product, consider the mandatory status of scientific work that is truly mandatory, and consider the form of sanctions for students who do not develop and upload scientific works as a form of UT's response to the provisions of the Director General Circular Higher Education Number 152/ E/ T/ 2012 dated January 27 th , 2012.
