Abstract

The study of Canada's relations with Latin America has received modest, though growing, attention from academics in Canada. Recently, a number of scholars have turned their energies towards examining Canada's involvement in hemispheric affairs but from a largely descriptive or empirical standpoint.1 Few have sought to analyze this dynamic within the framework of a theoretical model.2 The absence of theoretical rigour has made it difficult not only to identify the major actors involved in the formulation of Canada's policy but also to understand and to explain the forces which underpin this policy.
