Abstract

To manage the traffic impact of construction projects, the Chinese government requires the project approval procedure that should include a Traffic Impact Analysis (TIA). Using a case study, we illustrate how the TIA tool being applied in the procedure, and evaluate its effectiveness in terms of public transportation’s land area, trip generation ratio, subsidies and hub location. We employed Czaika and Hein’s (2013) evaluation framework of policy effectiveness, and found the TIA tool produced positive results, especially in allocating land areas and building terminals for public transportation. We also found that the key to increasing effectiveness lies in the processes of translating national guidelines to local ones and producing the TIA proposal.
