Abstract

Democracies around the world face challenges today. In Japan, the U.S.-style democracy that was transplanted following the end of World War II is at a crossroads. While governing elites are losing ground, it is the people that have to rise to the occasion. The question is how to turn them into civic-minded citizens. The Internet in the form of an electronic forum is emerging as a new educational medium for democratic life.
