Abstract

Despite a few stops and starts, California voters have resoundingly approved Proposition 2, authorizing the state to issue up to $2 billion in bonds to create 20,000 permanent supportive housing units for people with serious mental illness who are homeless. Gov. Gavin Newsom recently gave the “green light” to move forward with this project for the state's most vulnerable population.
