Abstract

The author proposes a methodology for calculating the savings achieved by the Soviet economy in promoting regional specialization in the output of certain products. The calculation of the over-all economic effect is made up of two components: savings in production and transport costs deriving from regional specialization, and maximum effectiveness of capital investment. The methodology worked out for calculating the benefits of regional specialization within the Soviet Union could also be applied to national specialization within the socialist bloc.
