Abstract

The Risk Assessment for Reservoir Safety (RARS) guidance documentation mentions and prescribes population at risk (PAR) rates for various types of transportation routes. This paper presents a major update to the values presented in RARS, following a review of the available statistical data from the Department for Transport. Statistics for various road types (unclassified, C roads, B roads, A roads and dual carriageways in urban and rural settings) and users (two-wheel vehicles, cars, light goods vehicles, buses and heavy goods vehicles) have been used to determine a set of detailed and rapid daily-averaged PAR assessment criteria.
