Abstract

Korea continued its efforts to establish effective international governance in the field of environmental protection. Korea hosted or attended various environment-related international conferences for the strengthening of regional or global governance: ... In the area of climate change and air pollution, Korea continued its endeavour to improve climate change and air pollution in various ways. An international instrument entered into force for Korea, namely the Agreement for Cooperation on Climate Change between the Government of the Republic of Korea and the Government of the People’s Republic of China (28 February). Under this agreement, parties agreed to strengthen bilateral dialogue and co-operation regarding national policies and measures and international negotiations on climate change; promote joint co-operative projects to combat climate change; and contribute to the transformation towards a low-carbon and climate-change-resilient economy. Co-operative activities in the agreement include: (1) the exchange of data, information, technologies, know-how, and materials related to climate change; (2) the exchange of views and the promotion of mutual understanding and co-operation on national instruments and policies and international instruments to address climate change and achieve a low carbon economy; (3) the organization of seminars, symposia, workshops, and meetings on climate change and response policies and measures; (4) the exchange of climate change experts, researchers, scholars, and government officials; and (5) the implementation of joint research and co-operative projects. The areas of co-operation under the agreement include: (1) international negotiations and co-operation including the full, effective, and sustained implementation of the United Nations Framework Convention on Climate Change (UNFCCC); (2) policies and measures for addressing climate change and promoting low carbon development and green growth; (3) science and technology; and (4) capacity building and so on.
