Abstract

Scholarship at the intersection of social movement and organizational theories has illuminated intra-organizational factors that shape agencies’ efforts to implement policies social movements have fought for, emphasizing the roles of agency leaders’ ideological commitments to movement policy, organizational capacity, and sanctions to ensure compliance. I argue that social movement policy implementation is also shaped by bureaucrats’ tacit understandings of key movement concepts , albeit conditioned by how able they feel to implement those interpretations in light of political contexts. I make this argument through the case of government agency environmental justice (EJ) grant programs, analyzing program documents, funding patterns, and confidential interviews with agency representatives to explain why most EJ grant programs deviate from longstanding EJ movement priorities while one program coheres with them. I show that these outcomes stem from the fact that many staff—even while avowing support for EJ policy—hold tacit understandings of key movement concepts that differ from those of advocates. Social movement policy implementation can align with movement principles when institutional logics consistent with the movement are held, promoted, and defended by agency representatives who feel that their institutional environment permits them to implement those ideas. Estudios en la interseccion de movimiento social y las teorias organizacionales han iluminado factores intra-organizacionales que moldan los esfuerzos de agencias para aplicar las politicas de los movimientos sociales por los cuales han luchado, haciendo hincapie en el papel de los compromisos ideologicos de sus lideres hacia la politica de movimiento, capacidad organizacional y sanciones para garantizar su cumplimiento. Argumento que la aplicacion de politicas de movimiento social tambien esta conformado por acuerdos tacitos de los burocratas y su entendimiento de los conceptos claves del movimiento, aunque condicionado a sus capacidades de aplicar esas interpretaciones de acuerdo a los contextos politicos. Hago este argumento a traves del caso de los programas de becas de la agencia gubernamental de justicia ambiental (EJ), analizando documentos del programa, las modalidades de financiacion y entrevistas confidenciales con el personal de la agencia para explicar por que la mayoria de los programas de subsidios EJ se desvian de las prioridades del movimiento de justicia ambiental de muchos anos, mientras que un programa es coherente con ellos. Muestro que estos resultados se derivan del hecho de que gran parte del personal - incluso mientras reconocen el apoyo a la politica EJ - mantienen acuerdos tacitos de los conceptos claves del movimiento que difieren de los defensores. La aplicacion de politicas movimiento social puede alinearse con los principios del movimiento cuando se celebran las logicas institucionales consistentes con el movimiento, promovidos y defendidos por el personal de la agencia que sienten que su entorno institucional les permite poner en practica esas ideas.
