Abstract

Under PL 638 Indian tribes can contract with the Bureau of Indian Affairs to take over the management and marketing of tribal timber resources. When Indian principals replace Bureau agents in these tasks, both the quantity of timber harvested (relative to potential) and the price obtained increase. Tribes' participation in the program is related both to their levels of economic development and the pecuniary gains available from improved incentives.
