Abstract

This article reviews the State Improvement Grants (SIGs) authorized under IDEA 1997 to provide funding to State Educational Agencies in achieving systemic reforms. A report of the first 35 SIG applications reviewed in early 1999 is summarized in this review. The emphasis was to analyze the status of transition service delivery and personnel development needs in states and personnel development strategies initiated under the SIGs to address transition needs. Implications for transition and systemic change are also discussed.
