Abstract

SEAMEO INNOTECH launched its UNESCO-funded project entitled ‘A Scenario for Education in the Year 2015 in South-east Asia’ in January 1991 to strengthen the proactive aspect of educational planning in South-east Asia. Besides providing information on likely trends, changes and developments in the region and their implications for education, the report describes how the Delphi study, the QUEST—or quick environmental scanning technique—and the review panel of experts meeting were used as strategies for scenario building. The article shows the progression of the project from its conception through the three stages of the Delphi survey, culminating in the review panel of experts meeting and the development of three outline scenarios for education in the year 2015 in South-east Asia, plus the corresponding strategic options. The effective ‘triangulation’ of the strategies for scenario building was supported by a comprehensive literature review.
