Abstract

Governments globally face a challenge relying on land finance. Budget legalization emerges as a strategy, but its impact on reducing reliance on land finance is uncertain. This study examines the effect of budget management legalization on land finance using data from 190 cities (2010–2017). Results show a negative effect post-‘New Budget Law’, indicating reduced reliance on land finance.
