Abstract

The tenth anniversary of Brunei Darussalam's resumption of full independence was observed in 1994. The national day celebrations were kept to a minimum as 23 February fell during the fasting month of Ramadhan. The first decade has been marked by continued socio-economic progress and political stability, a significant period for a young state bent on adapting to the dynamism of regional and international changes. The year 1994 was no different for it was a busy one in both the domestic and external fields. Internally a number of re-evaluations of policies and issues were undertaken, including a review of the core of the political system ? the Constitution ? and the foundation of the state's socio-economic progress ? the Sixth Development Plan, which covers 1991-95. Externally, though Brunei had several areas of interest, the main focus was the Association of Southeast Asian Nations (ASEAN). From July 1994 Brunei assumed chairmanship of the ASEAN Standing Committee and will host the 1995 ASEAN Ministerial Meeting, the Post Ministerial Conference and the Second ASEAN Regional Forum. In economic affairs, the private sector, especially the various chambers of commerce, took on a more prominent and visible role in support of the government's call for economic diversification. This was evident in the establishment of various business councils with neighbouring countries, participation in official delegations during their visits abroad, and in sponsoring seminars and workshops on improving the domestic business environment. The fact that in March 1994 Brunei assumed the presidency of the ASEAN-CCI for a period of two years has further highlighted the role of the business sector.
