Abstract

Is the famed impartiality of the British Civil Service becoming compromised through thirteen years of Conservative government? The Secretary of the British Cabinet from 1973‐1979 thinks not, but he does see other dangers emerging from recent moves to make the Civil Service more business‐like. The following 1993 Thomas More Lecture was delivered earlier this year at Oxford University Catholic Chaplaincy.
