Abstract

A questionnaire was sent to the directors of governmental and private funding sources, asking them about their policy evaluation concerns, eligibility criteria, procedures, and other matters of interest to potential grant recipients and other funding agencies. The results emphasize the importance of evaluation in such fields as education, environment, technology, and economic policy. Eligibility criteria especially include prior track record, prescriptive purposes, and broad applicability. A propositional inventory based on the returns and relevant publications emphasizes being optimistic, aggressive, informed, precise, professional, thorough, and systematic. Suggestions for funding sources are also made with regard to improving input, communication, evaluation procedures, research applications, and interdisciplinary research.
