Abstract

421 CANDIDATES who seek a major party’s nomination for president are required to campaign in many different states. Some candidates have the political and financial resources to do so. But most candidates do not. They are forced to husband their resources and campaign in small early “retail” states such as Iowa and New Hampshire, and hope for a better than anticipated finish or media breakthrough that will bring them sufficient political support and financial resources (particularly, federal matching funds) to effectively compete in subsequent state primaries.
