Abstract

Brazilian diplomacy, after the September 11 attacks, in an attitude of subservience to the USA, invoked the Inter-American Treaty of Reciprocal Assistance. Created in full cold war times, this legal instrument is inadequate for the combat of terrorists, now seen as detainees of legal personality of International law.
