Abstract

order had been developed by the Massachusetts State Board of Education in order to bring the school system into compliance with the state's Racial Imbalance Law. Opposition to desegregation included peaceful marches, clashes with police, and boycotts of schools. In the Fall of 1975 the same scenes were replayed as Phase II of the desegregation order was implemented. The plan had been developed by court-appointed masters and experts. Because of the violence and vocal opposition to desegregation the Boston school system drew national attention. The problem of this paper is to develop a model for effective school desegregation and to compare this model with the desegregation events in Boston.
