Abstract

T his 1400-car parking facility (Fig. 1) for the corporate headquarters of Blue Cross and Blue Shield of Connecticut is a major component of a phased development plan to complete a 100 acre (40 ha) campus in North Haven. The owner' s program requirements for the facility included the following: that the design , siting, and relationship of the new garage to the existing and future office buildings be critical design factors ; that the garage incorporate the latest in state-of-the-art parking structure design and construction techniques consistent with budget and time constraints; and that the design provide a satisfactory pedestrian environment and circulation system. Other issues of critical importance included the functional efficiency of the garage (i.e., layout, vehicular circulation, and structure) and the safety and security of both drivers and pedestrians, both day and night.
