With origins in early twentieth-century urban illumination and stemming more directly from nuit blanche events in European metropolises, these festivals have increasingly found popularity in small-to-midsized cities in North America. Business improvement districts and other public-private partnerships leverage this form of nocturnal public art spectacle in order to promote urban growth, to encourage locals and tourists to visit city centers at night, and to revitalize downtown spaces. In the midst of this production of spectacle, can these festivals also provide platforms for moving and provocative works of art? This past October, Cincinnati hosted the second version of BLINK, a four-day event spread throughout the city's downtown area and sponsored by the Cincinnati Regional Chamber.
