Abstract

In 2013 black urban regimes, defined as black‐led city governments in the United States with a majority black electoral base, governed twenty‐four cities with populations over a hundred thousand. In such regimes the electoral base is composed of low‐ and moderate‐income black voters, while most of the benefits of its development model accrue to the regime's corporate governing partners. The central focus of studies informed by black urban regime theory is analyzing how this contradictory relationship is managed.
