Abstract

The drama of change has been no strange experience to the Black community. The shock of change began with the involuntary separation of Africans from their villages into the slavery system of America. From the misery of slavery, Blacks changed to the aches and pains of segregated freedom with nothing but physical and spiritual assets. They have come through the change of civil rights and protest to draw attention to society's neglect of their cause of complete participation in citizenship. They have seen reaction to the demand for change from federal, state, and municipal forces to create some programs and projects to give the impression that the demand for change was being met. Currently, the change experience is being influenced by the reduction in the level of militant protest plus the increased emphasis on police power.
