Abstract

Plant production is an indispensable activity for mankind to procurement of animal and plant originated foodstuff. Insects, fungi, bacteria, viruses etc. are considered as harmful organisms which are the most important limitation factor of plant production. It is known that the average yield loss due to harmful organisms, despite plant protection activity, is about 35%, and 60-100% in case of no combat. To protect production areas from entering of new pests is most important tool to avoid or decrees this loss. Therefore, all public authorities are taken some legislative measures to prevent country from new pest entrance and spread of the limited pest inside the country. Those legislative measures known as Quarantine and are applied according to International Plant Protection Convention (IPPC) in frame of country and regional needs by some technical justification. Pest Reporting is one of the most important matters of quarantine activities. Pest reports are providing date to the stakeholder’s to perform risk analyses for protection of production side and take necessary measures for trade activity. Pest reporting about new finding, outbreak or eradication is a compulsory activity according to national and international rules in plant health such as human and animal health. National Plant Protection Organization is authorized and responsible about date collecting, date confirmation and conducting pest report regarding national and international regulations. In Turkey, law no 5996 authorize the Ministry of Food, Agriculture and Livestock about pest reporting in plant health and Directorate General of Food and Control is in charge for this issue.
