Abstract

The culmination of nearly 70 years’ experiment at 16+, GCSE will cater for at least the top 60 per cent of the ability range. Government is exercising greater control than hitherto: biology, like other subjects, must set different papers for candidates of different abilities. Local authority control of the purse strings may restrict schools’ choice between the five GCSE Groups, but the differences between their syllabuses and examinations will be limited. At least 15 per cent of the marks must be allocated to personal, social, economic and technological applications of biology in modern society and at least 20 per cent to the assessment of experimental skills by teachers themselves. Sir Keith Joseph's determination to establish absolute standards for grades is misguided.
