The 1972 Great Lakes Water Quality Agreement between the United States and Canada sets forth water quality objectives and timetables for pollution abatement. The powers, responsibilities and functions of the International Joint Commission. the geographical historical background of the Agreement, and the institutions involved in carrying out the terms of the Agreement are summarized.
