Abstract

The competitive procurement of library materials is a recurrent topic of discussion in both library and purchasing circles. Whether in the form of statemandated contract lists of authorized vendors, or in the submission of invitations for bid or requests for proposal for vendor services, this process has become a source of frustration and time-consuming, bureaucratic maneuvering which appears to be the bane of acquisitions librarians everywhere. The authors discuss their experiences with the issuance of requests for proposal to materials vendors for their services brought on by the Virginia Public Procurement Act of 1986. Advice on the implementation of a “bid” procedure is offered to both librarians and vendors.
