Abstract

Kenneth B. Moss is associate dean for academic programs in the National Defense University's Industrial College of the Armed Forces. During most of the 1980s he worked on European issues for the House Committee on Foreign Affairs and between 1990 and 1994 managed policy analysis for Siemens in its Washington, D.C., office.
