Abstract
Poverty is one of the nation's problems that is the cause of the emergence of social inequality, unemployment and economic backwardness. In order to reduce the poverty rate, it is necessary to have innovative policies that are reflected by the Pasuruan Regency Government in response to these problems through Regent Decree no. 9 of 2016 concerning the Maslahat Village Program. The location of the Maslahat Village Program, one of which is in Kalipucang Village, Tutur District, has an agricultural and livestock base. The Maslahat Village Program is the flagship program of the Pasuruan Regent in optimizing village potential so that villages that are considered lagging behind in terms of development and economy can become developed villages and reduce poverty, unemployment and social inequality in them. This type of research uses descriptive qualitative research. The data collection technique was by direct interviews with informants consisting of the Village Head and Village Apparatus, the Community, Head of the Pasuruan Regency Government Service and Apparatus and Members of the Pasuruan Regency DPRD. This study uses the theory of summative evaluation or impact evaluation by using several indicators. Based on the results of the research that has been done, it can be said that this program seems to be quite successful where from the 10 summative evaluation indicators used there are several indicators that are considered very good, namely the aspect of public perception. The community does give a good perception and actively participates. In indicators of results and influence of the program, the community has felt the impact and results, although in reality there are other supporting factors and actors. Keywords: Capacity, Local Wisdom Values. Meanwhile, the indicators for general and specific objectives, cost effectiveness and cost efficiency appear to be quite good. But there are also many indicators that are not implemented, such as the absence of policy evaluations from the Regional Government which are then communicated to stakeholders. Kalipucang Village also did not anticipate well the outputs that were not anticipated by the program, namely those related to land transfer and the availability of village funds in the program. In general, the Maslahat Village Program contributes to improving the economy and development in the village with the birth of the development of MSMEs, the agricultural, livestock and tourism sectors. However, the Maslahat Village Program, if evaluated, is only a formality and routine. In addition, in the management of program implementation, there is a mal function management that does not evaluate the program so that it appears that the Maslahat Village program is a symbolic and prestigious program from the political aspect that tends to be an unsustainable program.
