Abstract

The concept of public money is central to the study of modern public finances, however it is recognized that it is a complex and difficult concept to identify. A first reflection is required, what is public money? An interpretation from the legal perspective and later from the political perspective of public money will allow us to approach this response. This is a first distinction to address the public nature of public finances, since its object of study is public money, and consequently, the administration of public resources. On the other hand, it allows the legal framework of financial, fiscal, economic and administrative policy decisions that sustain the operation of public management.
