Abstract

Germany regards the Belt and Road Initiative (BR) as a comprehensive and long-term foreign policy strategy for Asia, Europe, Africa, and beyond. It is seen as an expression of Beijing’s legitimate desire to strengthen its economic exchanges with new markets and to exercise a stabilizing influence in China’s Western provinces and in Central Asia. Officially, Germany favors the BR and in 2014 welcomed it as opening new opportunities for cooperation and contributing to the stability and prosperity of countries situated along the route. So far, however, Berlin views the BR more as a general political program than as a basis for specific political or economic action. In view of the leadership change expected in 2022/23, questions are being asked about its political longevity.
