Abstract

Eyeing me as the manager of donor funding that could be significant for her country's education system, an Albanian teacher provided this advice: 'Our schools need everything from A to Z, but please be sure you start at A.' This article traces Albania's partnerships with several donors to arrive at the ABCs of restructuring secondary vocational education within one of the most problematic transitions of the East-Central European education systems.
