Abstract

On June 2, the US Environmental Protection Agency (USEPA) released its proposal for the control of carbon dioxide emissions from existing power plants. The proposed regulation would require the electric power sector to reduce emissions an average of 30% below their 2005 levels by 2030, although the percentage varies by state. It also provides states significant latitude to develop and implement state‐specific plans. USEPA is planning to finalize this rule in June 2015, well before the presidential election in November 2016. To say that this proposal has raised some controversy would be a massive understatement.
