Abstract
The 2 +-transition strength for a free gas of nucleons in a spherical harmonic potential shows for a general excitation operator peaks 2 ħω 0 apart. We propose here to calculate the mean part of this distribution semiclassically or by the Strutinsky method. Interesting applications of our theory are discussed.
