Abstract

Title: EVALUATION OF PERFORMANCE AND CONTROL OF SUPPLIERS OF CONSERVATION AND CLEANING SERVICES: a management method applied to IF Sudeste MG. Objective of the work: The Public Administration faced with the various legislations that regulate the hiring of public services, allied to the constant demands of the control agencies, must constantly monitor the execution of the service contracts. This study aimed to conduct research to develop and propose a management method of performance evaluation and control of conservation and cleaning service providers, with the purpose of analyzing the compliance of labor obligations by the supplier, to assist in the mitigation of risks. subsidiary convictions in labor proceedings and improve the performance of the quality of the contracted services. Procedures / Method for problem solving: This study is an applied, descriptive research with a qualitative approach and content analysis procedures. The procedures for solving the problem were divided into two parts: (i) procedures for diagnosis of the problem: consisted of documentary research through the issuance of an Electronic Certificate of Labor Actions of IF Sudeste MG, on the website of the Regional Labor Court of the 3rd. Region; bibliographical research in scientific articles, dissertations, theses and current legislation; conducting interview with service contract managers; and application of questionnaires to contract inspectors; (ii) solution proposal procedures: consisted of the use of the Design Science method for the elaboration of the artifact, which consists of a management method of performance evaluation and control of the conservation and cleaning service providers; detailing the proposed solution; validating the method meeting one of the criteria for using the Design Science method; the proposed use of the method developed in the current process of contract management and supervision; and the action plan for implementing the method. Results: The research results show that the evaluation of the cleaning and maintenance service provider is not performed according to instructions contained in IN n. 5, 2017, of the MPDG and in Law n. 8.666 of 1993 (Bidding and Contracts Law). Using the Design Science method, a management method for performance evaluation and control of conservation and cleaning service providers was developed to help mitigate labor risks and improve the quality of contracted services. This method is divided into three parts: (i) checklist of labor documents to be submitted by the supplier during the performance of the contract; (ii) assessment of the quality of conservation and cleaning services, prepared through the SERVPERF method; and (iii) risk assessment arising from this contracting. Practical implications: The results obtained from the research suggest that the routines of contract managers and supervisors, responsible for monitoring and evaluating contracted services, should be reevaluated. Thus, they will benefit directly, since the method developed in this research will assist them in the activities performed. Thus, it is believed that by adopting the solutions proposed in this research, IF Sudeste MG will be in compliance with the legal guidelines, being able to reduce the existing weaknesses in the institution, as well as improve the quality of the contracted services, monitoring and analyzing labor obligations constantly. Originality and contributions: The method was developed based on the current legislation, bibliographical research and participant observation of the researcher, since she performs the contract inspector activities at IF Sudeste MG. The product contributes to the execution of the daily activities of contract managers and inspectors in a simple and easy way, and is adaptable to any type of contracted service; will be of great value to the new servers that will perform these assignments. These contributions are in line with the scientific / technological line of action - LACT 3: Competitiveness, Innovation and Entrepreneurship, as it is an internal management work that seeks improvements in supplier evaluation procedures. Technical / Technological Production: The developed method refers to a management method to assist service contract managers and inspectors in performing their activities. Thus, it fits as a non-patentable technical / technological product, belonging to Axis 1- Products and Processes. The management method developed has potential applicability, with the proposal to be widely disseminated and applied in IF Sudeste MG and other institutions that are interested in using it. It is a medium production of innovation and low complexity, which involves the combination of current legislation and contribution with adaptations of some scientific work as a reference for the development of this product.
