Abstract
Title: Evaluation of Innovation Environment Management: Application of Amaral's model for innovation environment management (AMIEM) in Technology Parks of the State of Rio de Janeiro. Study goal: The main objective of this work was to apply the AMIEM model in Science, Technology and Innovation Parks in operation and in implementation in the Rio de Janeiro State, in order to evaluate their management. Procedures / Method to solve the problem: To achieve the article goal, the methodology of multiple cases study was applied. As data collection tools, a bibliographic and documentary research was used, which allowed the construction of the theoretical reference and descriptions of the study objects. The method adopted to perform the analysis and discussion of the results was Content Analysis, structured into categories of analysis that allowed a discussion of the objects, under the theoretical framework. After Content Analysis application, the AMIEM Model was applied. Results: The research effort returned a robust body of results. It was noticed that there are critical issues for the development of the parks, such as governance structure, government action and the relationship with universities and research centers. The results also point to a latent distinction between the conception of the reality of parks in operation and the perspective of action of parks in the design phase. Moreover, it demonstrates that the maturity time of the existence of a Park is not a major factor in achieving maturity and consolidating relationships under Triple Helix's approach. Practical implications: The results obtained indicate that even though common factors are present in all studied environments, local particularities, specific characteristics, regional vocations and other elements impact on the performance and therefore management of the Parks, indicating the need for policy making from the public sector, and from the private sector. Originality and contributions: The AMIEM model had been previously applied, but never in evaluation environments such as technology parks being implemented, allowing a comparison between two different realities and perspectives. The study also allows a comparison between the metropolitan and inland region of the State of Rio de Janeiro, regarding Technology, Scientific and Innovation Parks and an overview of regional economic dynamics. Another contribution lies in the possibility of providing information for the elaboration of public policies aimed at the State Technology Parks. Technical / Technological Production: The research has theoretical character, with proposal of practical application of the AMIEM evaluation model. Boards and tables were built that provide pertinent information about the studied objects. The developed analysis also provides useful data to the scholars of the subject, applicable in possible future related works.
