Abstract

Improving the welfare and quality of life of village communities, in development supported by the presence of village heads. Appointment of village heads in the community as the implementation of village governance, namely through elections. However, if the village head cannot carry out his duties in accordance with the term of office due to several factors in accordance with Article 54 Paragraph (1) of government regulation Number 47 of 2015 concerning Villages, the district government will appoint an acting substitute for the village head to carry out village administration. In this regard, research was conducted on the acting village heads in the development of Negeri Ureng. With the aim of research to find out 1. Authority of the Acting village head in development in Negeri Ureng, 2. Performance of the Acting Village Head in developing Negeri Ureng, 3. Factors supporting and inhibiting the performance of the Acting Village Head in developing Negeri Ureng. the type of research used in this research is qualitative research using a qualitative descriptive approach. With data collection techniques, namely by observation, interviews and documentation. The results of the research show that the authority of the Acting Village Head is to regulate the government and facilitate the process of nomination, appointment, up to the appointment of the definitive King. The performance of the Acting Village Head is considered good by the community because it has been enjoyed and is beneficial to the community. The supporting factors for the performance of the Acting Village Head are people who have known previous officials, government staff, and the public who like the Acting Village Head. The inhibiting factors for the performance of the Acting Village Head are the people who do not like officials, and the budget/costs.
