Abstract

To achieve successes in the renewal of our society, the concerted efforts of all its members are necessary. But at this pivotal stage, every socio-occupational group must play its own role and overcome its own problems and difficulties. The of inhibition are manifested differently in the different spheres of social life, and the influence of these forces on the overall course of perestroika also varies. The role of leading personnel in the organs of state management is of special interest inasmuch as they occupy key positions in ensuring the development of all spheres of life of our society. It would be wrong to underestimate their importance in the restructuring process now under way.
