Abstract

Low cost antiretroviral medications are now available but limited healthcare infrastructure hinders the extension of treatment. Community-based antiretroviral treatment (ART) programs have been successfully implemented in several settings. In 1999 the leaders of various associations of people living with HIV/AIDS (APLWHA) created AIDS Empowerment and Treatment International (AIDSETI) a non-governmental organization to promote community driven development (CDD) to extend sustainable HIV/AIDS care and treatment in resource-limited settings. The World Bank and other agencies designed the CDD model to mitigate the effects of poverty and expand the delivery of non-health care related services in resource-limited countries. AIDSETI has applied the model of CDD to the provision of comprehensive HIV/AIDS healthcare by providing a unifying administrative framework. APLWHA are considered primary stakeholders and entrusted with healthcare resources. We describe the first multinational attempt to implement this innovative model of association-driven care and treatment (ADCT) by the AIDSETI network of APLWHA. (excerpt)
