Abstract

AbstractPurpose: The purpose of this work is to study the patterns of legal regulation of social relations in the field of the agro-industrial complex, related to the assessment of the effectiveness of regulatory regulation. Design/methodology/approach: The methodological basis of the study was the comparative-legal, statistical, structural-functional and method of expert assessments. Findings: A formal approach to assessing the regulatory impact of regulations calls into question the success of the control and supervisory reform. Insufficient efficiency of the regulatory impact assessment procedure is noted. So, of twenty state programs, including “Accessible Environment”, “Promotion of Employment of the Population”, “Provision of affordable and comfortable housing and utilities for citizens of the Russian Federation”. Taking into account the interests of rural residents – a quarter of the population of Russia, as well as the priority of developing rural areas should be included among the fundamental principles of strategic planning. This step will make it possible to harmonize target indicators for rural areas in each state program, redistribute funding from the federal and regional budgets in accordance with the real needs of the rural population. Originality/value: The level of completion of reports by agencies is about 70–90%, while it is lower for projects with a higher degree of regulatory impact. The formal approach to filling out reports may be due to the fact that it does not affect the prospects for the introduction and adoption of projects by the legislature.KeywordsAgro-industrial complexLegal regulationFood securityAgricultural law-making policyFood law.
