Abstract

AbstractConstruction and technical expertise plays an important role in legal proceedings. This examination is understood as a set of engineering and technical surveys aimed at assessing the compliance of various kinds of documentation (design, technical, etc.) with the requirements of departmental, industry, as well as federal regulatory documents. On the other hand, it is an assessment of the compliance of construction facilities, namely their technical characteristics and parameters, with the requirements of technical regulations, design documentation that operate on the territory of the Russian Federation. This paper discusses the problems that arise under the examination of concrete and reinforced concrete structures of buildings and facilities under the forensic construction and technical expertise. The requirements for gauges used during the examination are analyzed. The need for assessing the credibility of the results of surveys, tests and measurements as regards judicial office-work and making an objective decision, is identified. Based on the conducted research, the authors provide an assessment of the quality of measurements depending on the expert qualification and the gauges used. The uncertainty assessment of the measurement results was carried out according to the requirements of international standards that are used in the accreditation of expert laboratories. Repeatability was taken as components of measurement uncertainty; reproducibility and accuracy. To take into account the influence of expert qualification and differences in the accuracy of the tools used, an AV (Appraiser Variation) technique was implemented - an expert variation.KeywordsConstruction and technical expertiseDispersion analysisReliabilityStability of resultsNon-destructive testing methods
